                         primeira, procurou-se, atrav{\'e}s de uma pesquisa 
                         bibliogr{\'a}fica, identificar os principais recursos existentes 
                         nos Sistemas Nacional e Internacional de Propriedade Industrial 
                         (SNIPI), sua import{\^a}ncia, como est{\~a}o sendo utilizados; 
                         os principais pontos cr{\'{\i}}ticos e sugest{\~o}es para 
                         melhor utiliza-los. Na segunda objetivou-se, atrav{\'e}s de 
                         entrevistas, verificar como operam as Equipes de Propriedade 
                         Industrial (EPIs) de dez institui{\c{c}}{\~o}es selecionadas 
                         entre os principais usu{\'a}rios do Sistema de Propriedade 
                         Industrial (SPI) do Brasil. Procurou-se levantar, ainda, as 
                         principais caracter{\'{\i}}sticas das EPIs no que se referem 
                         {\`a} estrutura{\c{c}}{\~a}o, as atribui{\c{c}}{\~o}es e aos 
                         aspectos operacionais. Procurou-se, tamb{\'e}m, levantar os 
                         principais problemas e sugest{\~o}es com rela{\c{c}}{\~a}o aos 
                         recursos legais e operacionais dos Sistemas Nacional e 
                         Internacional de Propriedade Industrial. O maior problema com 
                         rela{\c{c}}{\~a}o {\`a} participa{\c{c}}{\~a}o do 
                         pa{\'{\i}}s no Sistema Internacional de PI parece estar 
                         relacionado com o fato dos nacionais utilizarem pouco, em 
                         rela{\c{c}}{\~a}o aos estrangeiros, os recursos existentes; seja 
                         por desconhecimento ou passividade. O estudo sugere a necessidade 
                         da promo{\c{c}}{\~a}o do uso do Sistema de Patentes atrav{\'e}s 
                         de programas de conscientiza{\c{c}}{\~a}o, treinamento de 
                         profissionais de patente nas ind{\'u}strias, {\'o}rg{\~a}os de 
                         pesquisa e aut{\^o}nomos, de maneira a incentivar os nacionais a 
                         protegerem as tecnologias geradas no pais e a utilizarem a 
                         documenta{\c{c}}{\~a}o de patente como fonte de 
                         informa{\c{c}}{\~a}o. ABSTRACT: This text presents a study about 
                         the Industrial Property System used in Brazil. It consists of two 
                         main parts. The first part consisted of identifying (through 
                         bibliographic research) the main resouces existing in the National 
                         and International Indusgtrial Property Systems (SNIPI), its 
                         importance, how it is being used, the main critical points and 
                         suggestions on how to improve its usage. In the second part the 
                         objective was to verify (through interviews) how the Groups of 
                         Industrial Property (EPIs) operate in ten institutes selected 
                         among the main Industrial Property users in Brazil. Also intended 
                         was the identification of the main EPI's characteristics referring 
                         to the structure, the tasks and operational aspects such as the 
                         patent policy, the patent's importance and its utilization as a 
                         source of information, and the legislation possibilities. Finally 
                         an attempt was made to determine the main problems and suggestions 
                         related to the legal and operational means of the International 
                         and National PI's Systems. As the main conclusion, the text 
                         stresses that biggest problem related to the country participation 
                         in the PI's International Systems seems to be the fact that 
                         national users utilise the system little when compared to foreign 
                         users, be it for lack of knowledge or passivity. The study 
                         suggests the necessity of achiveing some measures to promote the 
                         Patent Systems usage through a divulgation program, through patent 
                         profissional training in industry and research institutes in order 
                         to incentivate the national users to protect the technologies 
                         developed within the country, and to use the patent documentation 
                         as a source of information. It also suggests the necessity for the 
                         national institutions to be more active in their use of the Patent 
                         System.",
